Investment Properties & Real Estate Bubble/Declining Prices

Do you think investment properties are supported by the rent that you collect. Let's say you own a 3 units and collect monthly $4000 and annual $48K. Do you think a downturn in the real estate market will adversely effect investment properties or will help them since rents are going up? I though the value of an investment property is derived by the rent and potential rent. It allows landlords to pay a higher interest rate since they will be able to recoup the cost from higher rents. What do you think?
